According to the new management measures, there will be some new changes in the management of fertilizer storage in the future:
One is the expansion of management scope. Include local light storage as well as fertilizer light storage. Within the scope of controlling the scale of fertilizer light storage, the annual total amount of light storage, as well as the reserve tasks of storage enterprises and local storage enterprises in different regions, shall be determined based on the national fertilizer market situation and macroeconomic regulation needs.
The second is to clarify that compound fertilizer is a light storage variety. It is explicitly stated that high concentration fertilizers such as urea, diammonium phosphate, and high-quality compound fertilizers are the main types of light storage fertilizers, and it is required that the proportion of urea in light storage in each region should not be less than 40%.
The third is to improve the qualifications of storage enterprises. It is required that the registered capital (capital) of the enterprise headquarters or the leading enterprise of the consortium in the previous year should not be less than 50 million yuan (the registered capital (capital) of the previous year should not be less than 10 million yuan if the enterprises in Qinghai and Xizang undertake the task of storing light reserves in the region). The participating enterprises of the consortium are required to have a registered capital (capital) of no less than 30 million RMB in the previous year.
Fourthly, the bidding method has been determined. For the bidding of fertilizer light storage, it is clearly proposed to implement a one-time bidding, 3-year stability, and reward excellence and eliminate inferiority for the storage enterprises. The validity period of the reserve task undertaken by the storage enterprise determined through bidding is generally 3 years, and the commissioning unit and the storage enterprise shall sign commission agreements on an annual basis. During this period, storage enterprises that have completed their current year's light storage tasks and intend to undertake the next year's light storage tasks should submit a report on the completion of the previous year's storage tasks and an application for the next year's storage tasks to the commissioning unit. After being recognized by the commissioning unit, they should sign a storage agreement for the next year.
Fifth, refine the assessment indicators for light storage. The assessment indicators for light storage have been refined, with three main indicators proposed for assessment: cumulative inflow within the target area, average inventory, and peak inventory. And it is required that the cumulative transfer volume within the target area during the light storage period shall not be less than 1.4 times the light storage task volume; The average inventory during the light storage period shall not be less than the light storage task quantity; At least one month in the last three months after the light storage period has a month end inventory that reaches 120% of the light storage task volume.
Sixth, the punishment is more severe. If the storage enterprise engages in fraud, sells counterfeit and inferior fertilizers, or sells fertilizers with actual content and weight that does not match the standard content and weight, it shall not be responsible for the task of storing fertilizers lightly for life and shall bear corresponding breach of contract liability according to the degree of violation.
